- Notes
- Dates unreconciled. The declaration itself signs off “México, D.F., 1 de noviembre de 1998”, and the Forum’s declarations are otherwise signed on a day of their own meeting; the 29–31 October span recorded here is Salgueiro’s. This project earlier read the same document as dated 25 November 1998 — a date its extractor had taken from an OAS terrorism conference the declaration mentions in its body, not from the declaration’s own sign-off, and which entered the index as a mined header date when it was nothing of the kind. The span is left as sourced and marked unverified rather than replaced, because a sign-off gives one day and not a meeting’s length.
